Part C of the Individuals with Disabilities Education Act, (IDEA) is a
federal program that ensures a qualified child will receive the
services he/she needs to further his/her development. There is
no financial eligibility criteria for this program.
Part C is required to focus on the needs of the child
and family. Services provided must be family centered.
It is a voluntary program and families may refuse any services.
Children between the ages of birth and 36 months, who have
an "established condition," (i.e. a genetic or metabolic disorder, a
sensory impairment, a severe attachment disorder, or a developmental
delay of at least 25% in at least one area of development) qualify for the Part C
program.
